French giants PSG are keen to slash their wage bill and get his hefty £44million-a-season salary off the books, with fellow forward Lionel Messi potentially also leaving amid links to a £522m transfer to Saudi Arabia.
Manchester United, Chelsea and Newcastle are reportedly interested in bringing Neymar in.
And ex-Gunners star Silva, part of the Invincibles, has urged the north London side to sign the 31-year-old up because he ‘loves’ how he plays – also telling Casinosite.nl that working out how to fit him in would be a ‘great task’ for manager Mikel Arteta.

He told casinosite.nl: ‘The last few weeks at PSG have been very strange for Neymar. Seeing people go to his house; I don’t agree with this, fans are not allowed to go to a player’s house to protest.
‘This can turn into a nightmare because it is dangerous and it is not nice. I hope it does not happen again with him or any other player. Everyone knows the quality of Neymar, I don’t need to speak about his quality.
‘I love the way he plays and I would love to see him at Arsenal instead of Newcastle because I love the boy as a player, but he also has a lot to contribute to football. He’s suffered some injury problems which have made life hard for him.
‘But he has so much more to offer any football club… How would he fit in? Well, this would be a great task for Mikel! We have to wait and see, I don’t want to talk about a player who is still contracted to PSG.’
Neymar has suffered an injury-hit season in Paris, only making 20 Ligue 1 appearances, and may have played his last game for the club after suffering an ankle knock in March.
PSG fans have demonstrated outside his house and at the club’s headquarters, chanting ‘Neymar get lost’ in a bid to pressure him to leave.
As reported by Brazilian outlet UOL, the French giants are so keen to get him off their books, they would be willing to make a ‘significantly reduced’ deal with an interested club.
The 31-year-old is said to be aware of their decision and is himself pushing for an exit to grant him a fresh start amid fans calling for him to leave.
